If God is all powerful why does Satan still hold real power over the world?

If God is all powerful, why does Satan still hold real power over the world? Being all powerful does not mean or require withdrawing all the powers over or inside the world. God neither needs to render Satan powerless nor to add Satan's power to his to establish his all powerfulness.
