The earth was without form, and void; and darkness was on the face of the deep. And the Spirit of God was hovering over the face of the waters.
Even after the earth came into being, still the earth "was not" formed and the earth was void. The earth came into being but hadn't come into form, and therefore the earth was void or waste. The Spirit of God had both Being and Form as Air/Wind, though invisible as Spirit. But the earth was without form, void, and the darkness was on the face of the deep.
The earth began to have needs after it was created. He who creates should be ready to also provide for the needs and maintenance of that which he created. But behold, void could not void God's works in the beginning. The earth still had a face even when it had no form, and still had waters even when it was void; and with darkness on the face of the deep, there was still room for God's Spirit to move on the waters' face. To have a face and room for the Spirit of God and for His Word are all required to turn your worst condition into glory. The hungry shall be filled, and not just fed.
The earth God created gave birth to "Necessities" because the created came forth with hunger, meant to be "Filled" or "Fulfilled." A need means there is a void to be filled, a gap that should be fulfilled. God allowed problems to arise first but for God's solutions and answers to possess and address them. His answer fills every problem, and His provision fills every void of needs. The cup was made empy or void that it might be filled. Do not fear but trust in God, for the reason you have needs on the face of the earth is that the Lord intends to fulfill His Works in you and through you.
After God created the earth, He was yet to form the earth. It was not yet a true earth when it had no form. To create was not the same as to form, which comes to frame in the visible worlds. Do not just behold God's works as they were in poor conditions, but behold them as they would become in the future He's called them to be through faith. God was to form the earth so that it would not be formless, and was also to fill the earth with treasures so that it would not remain void. Look, the earth He created in the beginning did not immediately amount to perfect earth with riches as intended until time revealed His works that met the existing needs in fulfillments.
Every need carries God's promise of fulfillment when it arises. Behold, He answers all before they asked. He shall fulfill and perfect His Works through His Word.

GENESIS OF BEARING RECORDS AND REVIEWS OF THE EARTH
Bible Teachings:
Behold, the earth was without form, formless and void; and yet had the attention and attraction of the Spirit of God towards it: That Spirit was inspiration of True Love.
Behold, the Spirit of God was not depressed when the world of men was depressed and when the earth was submerged under the deep flood: That Spirit was inspiration of True Faith and Courage.
Behold, the darkness that covered the face of the deep was not covering the manifestion of the Spirit of God: That Spirit was inspiration of True Manifestion or Light.
Behold, the waters were immotile, but that was not immortal. The Movement of the Spirit of God was not under the stagnation, immobility or motionlessness of the waters; rather the Motions of the Spirit of God were above and over the lifelessness of the still waters. That Spirit was inspiration of True Movements of Life and True Motions of Lights.

Commentaries:
That relationship between the Spirit of God and the waters in the beginning is the first proof that not all Marine spirits are evil spirits or not all Waters Spirits are devilish, mermaids or queen of the coasts. People conclude all spirits of the waters as diabolical or evil ghosts, just as they castigate all Spirit Husbands and Spirit Wives, forgetting that the Lord Jesus Christ Himself is the greatest Spirit-Husband to the greatest Spirit-Wife (Revelation 21:9-10) and the Spirit of God is the greatest Water Spirit called the Rivers (Fountain) of Living Waters (John 7:38-39).

Bible Teachings:
Yes, there a is marine (water) spirit that glorified God in righteous judgment, and it was neither a of demons nor of mermaids but was a righteous water-spirit and angel to God according to "Revelation 16:5."
Indeed, God pouring drinking Water to the thirsty soul is figured as God pouring His Spirit to the soul: For the Spirit of God is basically Water that quenches thirsts according to "Isaiah 44:3." But in associating the Spirit of God as Marine Spirit, as River Spirit or as Water Spirit, remember that the Spirit of God is only related to Drinkable Waters and Living Waters, not the sea undrinkable or dead waters. And behold, a man has to be born of God's Water Spirit: For unless a man is born is born of the Water Spirit, he shall not enter the kingdom of God (John 3:5-6). There are three that bear witness on earth: the Spirit, the Water and the Blood: and those three agree in one (1 John 5:8); for that Water Spirit is also the Blood (Life) Spirit.

Commentaries:
The attributes of the earth then included: The earth was created, but was not formed; The earth existed, but was not manifest and not seen in appearance due to the waters; The earth was filled with waters, but was void, waste and empty; The earth had a face, but had no countenance of light but only darkness everywhere covering the earth. The earth was basically part of the Deep or the Grave through which the fallen would descend, and up-above the face of the deep was the habitation of the darkness that ruled the deep beneath.

Bible Teachings:
The earth by then represented the part of God’s creation that was not reflecting the true Glories, Powers, Riches and Wisdom, of God. Infact, the earth was basically reflecting the antonyms to the true Glories, Powers, Riches, and Wisdom, of its Creator, God.
At that stage of His creative works, God had not done perfect Works on the earth but God still did Perfect Evaluation (Perfect Review] of the imperfect Works on the earth. From that moment, reviewing, assessing, judging and evaluating, His works became integral part of God’s Working ethics on earth: He therefore had to certify what He saw of His works as “Good” before He’s done working them.

Commentaries:
I understand that the earth was still work-in-progress by then, but I don’t know why Genesis published that ugly state of the earth that rather inspires criticism of the earth and its Maker or Architect.

Bible Teachings:
There were people who still see the darkness, sufferings, wickedness, poverty, vanity/voidity, or chaos, of this world and they criticized or denied the God who created the world because of the evils. However, God had seen what you are now seeing on the earth (Ecclesiastes 5:8), so learn how God reacted to them. Genesis published that ugly state of the earth, so that we can see beyond that to trust and look at God, who saw it and later made the earth good and perfect afterwards.

Commentaries:
So, before God saw everything He made on earth was good, He had first evaluated and saw the conditions of the earth when it was formless, desolate, void, and suppressed under deep flood and thick darkness.

Bible Teachings:
Yes indeed. The Spirit of God that moved over the face of the waters was not a flattering Spirit that reports things as good when they are not, neither does the Spirit of God deceive someone into believing their works are good or perfect when they are not. The Spirit exposed the formlessness, voidity and darkness of the Earth’s work God had done, but the same Spirit of God also moved God into fixing the problems and perfecting the earth. The Spirit of God was not only moving over the face of the waters, but was also drawing God’s attention and interests into Earthly things. The Spirit of God was the first Intercessor and the Influencer that made the most ugly and darkest earth to become a centre of the greatest attention and attraction in all Creations. The Spirit of God is the Spirit of Truth and Attraction.

Commentaries:
Frankly, it amazes to know the Spirit of God could review things that ugly, bad, terrible, under darkness, and yet while revealing imperfections of things the Spirit of God still increases attraction and attention to those ugly and imperfect things.

Bible Teachings:
The Spirit of God is the Spirit of True Love. When He exposes and convicts someone of sin or evil, He does so with attraction and not with repulsion. Whoever or whatever the Spirit of God exposes and convicts becomes more attractive and freer than before the Spirit ever exposed or convicted the one. Wicked men expose the evil in their fellow men with the intention of disgracing or harming those they exposed. But coming into the light, into the review, into the exposure or judgment of the Spirit of God is actually coming into grace, into freedom, into gaining more attention and attraction as the earth began to receive after the Spirit of God exposed its state under the cover of darkness.
God still looks down from heaven to behold the earth and those He created therein, and He still judges or reviews the earth and the people who are yet below the perfection He called them to become. He will yet perfect the things concerning the Works of His Hands, which He had made in the beginning and remove the corruption and imperfections in His creation. With God, something being formless and void ab-initio.
Don’t allow the fear of failure, imperfections, darkness or discouragement, to hinder you from starting your works or creativity on time, since God began His creative works in the beginning even though His first attempts at creating the earth were not without issues. However, rightly review or evaluate your works to tell yourself truths about how good or not, or how perfect or imperfect your works are, before God and His Holy Spirit [Revelation 3:2]. When you judge yourself rightly, no need for you to be judged further in a matter [I Corinthians 11:31 - 32]. Therefore, do not compromise your self judgment (self evaluation), in order to repent and improve in your works and excellence.
